He has signed the Taxpayer Protection Pledge from Americans for Tax Reform, promising to vote against all income tax increases if elected to Congress. [4]
Phelen previously served as military legislative assistant, deputy chief-of-staff, and chief-of-staff to Congressman Doug Lamborn ( Colorado's 5th congressional district). [5]
