The first body of state power in the area of (old) Montenegro and the Highlands. Founded in October 1798 at a joint assembly of Montenegrin and Highlander leaders in the Monastery Stanjevići. It was also referred to as the Senate or Kuluk and its members referred to as Senators or Kuluks. Its power was mostly Judicial and its decisions were signed by the Metropolitan of Cetinje or the local Governor. The work of this body was based on the regulations of the General code of Montenegro and the Hills aswell as the "Stega Crnogorska i Brdska" which were both passed around 1796. The work of this body was mainly used for Judicial suppression of criminal acts such as kidnappings, murders, robberies and blood feuds which were all frequent occurrences at this time in Montenegrin history. The members of this body recieved their sole compensation from fines paid by criminals in addition to this there were also lower courts in the different tribes.
