Santos was the president of Praia city council from 2016 to 2020. He has been the Governor of Banco de Cabo Verde since 4 January 2021. [4]

Oscar holds a Bachelor's degree in Economic Theory and Quantitative Methods and Master's degree in Economics, Specialization in Business and Finance, from the American University, Washington DC, United States of America. [4]

Oscar was the former Mayor of Praia [5] from 2016 to 2020, [4] and previously worked with the World Bank [6] in 1994 and the United Nations [7] in 2000.
