I'm confused about what it is showing in the white parts. Are those areas within the city municipality but outside of any urban district? I guess I'd always just assumed any city which chose to divide itself into urban raions had to include all territory in a district, and perhaps that was not the case. I'm confused about what it is showing in the white parts. Are those areas within the city municipality but outside of any urban district? I guess I'd always just assumed any city which chose to divide itself into urban raions had to include all territory in a district, and perhaps that was not the case.
