Creating balance in Free File Program entry

The news organization ProPublica has painted an unfair and negative perspective on the Free File Program in its reports.

ProPublica's "investigations" are prominently noted in the third paragraph of the Wikipedia entry on Free File. However, ProPublica's reporting on Free File is not dispositive.

Fairness and balance dictate that the alternative viewpoint of the MITRE Corporation -- which studied the Free File Program in 2019 -- be presented to provide a broader perspective for readers.

Thus, the following passage should be added to the Free File page on Wikipedia to balance ProPublica's more critical, negative conclusions:

The MITRE Corporation, a federally-funded research and development company, examined the Free File Program in 2019, and concluded: "[S]ome actions by FFI members that critics have called deceptive are indeed common, legal business practices used in the private sector to improve brand recognition, increase exposure to new customers and highlight new products." Furthermore, MITRE stated: "The benefits of engaging in the current public-private partnership with the [Free File] Alliance appear to be substantial. . . . The [IRS] Agreement with the Free File Alliance allows the IRS to pass on the substantial cost of developing and implementing the e-filing program to the private sector, while at the same time providing greater consumer choice and promoting competition in the tax preparation industry."
